Interscholastic Athletic/Activities Training Rules (Adopted 5/12/05-Revised May 2008)

The opportunity to participate in the interscholastic activity program is a privilege available to all students of the district.   Participants in this voluntary program are expected to conform to specific conduct standards established by the MLSD, WIAA and the coaches/advisors.  A student who is found by a school district staff member to be in violation of any rules is subject to removal from the team/activity.  Provision is made for a student who has allegedly violated one or more of the conduct rules to appeal a disciplinary action as specified in this code.   (See Policy and Procedure 2167 - Alcohol and Drug Use/Abuse Program.)

1.    Activity Code in Effect.   The Training Rules apply to all participants in interscholastic activities/athletics for the entire school year.  The school year is defined as beginning on the first WIAA allowable turnout date for Fall activity and continuing through the spring state tournaments or end of season awards ceremony, whichever occurs later.  This code would pertain to enforcement during any school sponsored summer camp.  
2.    Use and/or Possession of Alcoholic Beverages, Tobacco.  A student/participant will not use, possess or sell alcohol or tobacco products in any form.
3.    Use and/or Possession of Drugs.  A violation of RCW 69.41.020-69.41.050 (Legend Drugs including anabolic steroids possession, sale, and or use) or RCW 69.50 (Controlled Substance Act) shall be considered a violation of the eligibility code and standards, and shall subject the student to disciplinary actions and shall restrict participation in those activities.   The use of Legend Drugs without a valid doctor’s prescription is a violation of the athletic/activity code.  
4.    Events involving illegal use of Drugs and Alcohol.   If students/participants covered by this code are at an event and become aware of the illegal use or availability of alcohol, legend drugs, or any illegal substances at that event, those students/participants are required to remove themselves from that event.   Participants who inadvertently find themselves in this type of situation are expected to leave immediately or they will be in violation of the athletic/activities training code.
5.    Physical Appearance.   A participant shall maintain the dress and grooming standards as set forth by coach.
6.    Unsportsmanlike Conduct.   A participant shall exhibit appropriate conduct in practice and/or contests.  In the case of a student/participant being ejected form a contest by an official, Rule 18.24 of the WIAA Handbook will be administered.
7.     Attendance at School.   A participant shall attend school for at least one half day on the day of an athletic contest/practice.
8.    Absence from Practice.    A participant is expected to be in attendance at all team practices unless excused for illness or by prior approval.   A participant must contact the coach the day of (or before) an absence.   
9.    Illegal Acts.   Being convicted of acts contrary to the Laws of the State of Washington; such as acts include misdemeanors; gross misdemeanors and felonies shall be considered a violation of this code.   Acceptance by a student of a community supervision program, including but not limited to diversion, deferred disposition, etc, in lieu of prosecution, shall be considered a violation of this code.
10.    Intimidation/Hazing/Harassment. A participant shall not intimidate any other student by force, threat of force or emotional duress, including acts of hazing or initiation.  
11. Full-Time Student Status.   A full time student must be attending a minimum of 3 classes at Moses Lake High School, be enrolled in 2 – five credit classes at Big Bend Community College, 4 classes at Columbia Basin Secondary School, 4 classes at Chief Moses and Frontier M.S. (3 for 7th graders @ CMMS), or be a registered home school student and resides in the boundaries of the Moses Lake School District.
12. Scholarship.    Students participating in activities are required to maintain full time status and carry a 2.0 GPA during the season of competition.
13. School Equipment/Uniforms.  Student will be personally responsible for all school equipment checked out to them and will return same in good condition on time.   School uniforms and equipment (including those of other schools) shall not be used as personal items of clothing.   Equipment/uniforms lost or misplaced will be paid for in full at cost of replacement.
14.  Voluntary Referral.  Any student who voluntarily refers himself or herself to district personnel because of the use of alcohol or drugs prior to discovery by the district personnel of a violation of this athletic code may be provided the opportunity for treatment and rehabilitation in lieu of a first offense discipline.   Each case will be reviewed on a case-by-case basis.

Separability Clause: If any of these regulations or guidelines is held invalid, the remainder of this agreement shall NOT be affected.




APPEAL PROCESS FOR DISCIPLINARY ACTION
When infractions of this code occur within the athletic program, the following process shall be followed:   
A.       Upon the imposition of penalty for infraction(s) of said rules or regulations, any aggrieved student and parents of said student shall have the right to an informal conference with the building principal and/or designee, the athletic director, and coach (Building Hearing Committee) to request that they refrain from enforcing the decision of the coach or ask the coach to reconsider.   If the students and parents do not make a written request for this informal conference within five (5) school days of the action grieved, they will have waived their right to the conference and appeal procedure.   The informal conference is to be held within three (3) school days of the request.
B.       The Building Hearing Committee will hear the case in detail and will render a decision within three (3) school days after hearing the case.
C.       The aggrieved student and parents of said student may appeal to the superintendent of schools, within three (3) school days of the appeals decision.   The superintendent of schools, after hearing the case in detail, shall render a decision within ten (10) school days of the hearing.  
D.    The aggrieved student and parents of said student may appeal the Superintendent's decision to the board of directors within three (3) school days.   The board of directors, after hearing the case in detail, shall render a decision on the case within ten (10) school days of the hearing.   This decision shall be final.   (NOTE:   WAC 180-40 is also relevant I that a violation of this code could be processed via the “discipline” due process procedures as shown in WAC 180-40.)

*  % Of season will be determined by multiplying the number of regular season team contests by % and rounding to the nearest whole number.

Statement of Agreement and Understanding
1.    I have read and understand the rules and regulations as written in this document.
2.    I agree to follow all standards and expectations set forth in this document.
3.    I understand that this contract is in effect from the first day of fall practices through the spring state tournaments or end of season awards ceremony, whichever occurs later.  This code will include school sponsored camp participation.
4.    I understand that if I falsify any signature on any required forms, I will lose eligibility for that activity for one calendar year.
5.    I understand violations are cumulative for grades 6-8 and grades 9-12; with progressive discipline.
